Daman in the Casino Map of India

India's approach to casino gaming is fragmented by design. Gambling law sits primarily with individual states and Union Territories rather than the central government, which is why only a small number of jurisdictions have built a legal framework for land-based gaming at all. Goa, Sikkim and, since 2020, Daman are the three most commonly cited examples. Each reached that position through a different history, and each applies meaningfully different rules. This page compares the three on regulatory structure only — not on price, experience or any claim about where a visitor might do "better."

Three jurisdictions, three histories

Goa's framework is the oldest and most established, developed over several decades and closely tied to the state's tourism economy, including a mix of offshore vessel-based and land-based venues historically permitted under its regulations. Sikkim built a separate framework aimed partly at a controlled domestic market alongside tourism. Daman's 2020 amendment is the newest of the three, narrower in scope, and explicitly built around licensed rooms inside qualifying large hotels rather than a broader gaming sector.

Why the differences matter

Treating Goa, Sikkim and Daman as interchangeable misses the point of comparing them at all. Their differences in venue type, resident access and regulatory maturity are the story: Daman did not simply adopt Goa's model wholesale, and its narrower, hotel-room-based structure reflects a more cautious, later-stage approach shaped in part by the scrutiny gaming legislation has drawn in other states. Understanding these structural differences is more useful, for a traveller or a researcher, than any comparison of scale or experience — a comparison this guide deliberately does not make.

A note on scope

This table is a regulatory snapshot, not a comprehensive legal summary, and figures and rules in any Indian gaming jurisdiction are subject to change through further amendment. verify against current notification for all three jurisdictions For Daman specifically, see The Amendment That Changed It for more detail, and Before & After 2020 for the criterion-by-criterion local picture.
